Here are my thoughts on the concept. Up front, I am not opposed to the idea, if there is sufficient backing from the coaches. But I have restrictions, based on my observations of its use in the NFL. NFL teams throw them to fast WRs that can gain separation from the defender. And, the design of the play does not have the QB rolling out. My restrictions, if we go down this road.
1. The QB can start from any formation;
2. The QB must remain in the Box and cannot drop back further than 12-yards;
3. There must be three receivers in the pattern, none of which can be from the backfield;
4. If used, this would be the fifth PLR play in your game plan (there is room within the 64 plays); and
5. Teams could use a different PLR Lob in each half's game plans.

The play that I am working wioth complies wioth 1-2-3 as stated. I had never envisioned one of these plays being a rollout.
I do not understand what is the reasoning behind insisting that use of such a play be the 5th PLR plays, which w0uld put us at 65 out of 64 plays total. ONE out of FIVE plays is 20%, while ONE out of FOUR plays is 25%. What is so statistically significant about that 5% percent of play calls that justifies blowing play allocation budget?
At least with the 50% vs 33% differences in 2-DL defenses between PS/PM vs PL that is a 17% difference, a real difference. 5% is not significant.

No. Dean, I don’t know if you remember destroying Ty Gott with those type of passes but I sure do. There’s a reason they are limited to 15 yards.

I don't ever remember destroying Ty Gott, he pretty much owned me every time we played. I remember destroying Andy Thomas, who had an entire offense based on short and medium timed bullet passes that he was destroying everyone he played wiht. I used some point zones to get INTs, and I think I picked off his QB 4-5 times and won our game 42-14.
I think the kinds of plays you are rmemeber at bullet timed passes longer than 15 yards, and they were quite unrealistic. Lobs are much lower percentage, I haven't yet had a PLR play using a 25 yard lob be successful yet. But try it, maybe you can make it work.
Defy the "woke play editors" and make it work!

I would prefer to keep every category min total 64 or less. I like to see some more data on this before I am going support this. I will say my first thought is no.
This really isn't the time to be tweaking things. We are in week 12 and we only have 2 teams with more than 8 wins and 2 teams with more than 8 losses and those 2 have 9. Justin isn't even blowing me out every week. I would say any given week any team can beat any other teams(not counting Jets). Only Chicago is beating the Jets.
The other thing I would ask is what issue are you addressing. This comes off to me as I want not this needs fixing. To get a yes from me I need to see proof of a problem and proof showing this will fix it. I don't see any reason to mess with the current balance because it might be cool. When I say problem I mean a problem for every team in the league not just a few.

No reason to not allow them. We need more creativity in the pass game.

I agree completely, if this is to be added it should definitely be in the off-season. I also agree that we need more creativity in the passing game, so if one needs to say there is a "problem" we are fixing with this idea, it is the lack of creativity in the passing game.

My latest version is 17% completions for an average of 29.2 yards per catch. Still not high enough in completion percentage.

There are a couple of teams that light up the air every season. The difference is those 2 teams are vertical passing teams on early downs. They dont create gameplans full of plays design for completions under 10 yards.

If you understand those numbers, then you understand why someone would create "game plans full of plays design(ed) to completions under 10 yards.
