I have not read all these postings, but briefly you are spending a lot of time on an issue that does not need fixing. In brief, you have a solution, and you are looking for a problem! Two or more DL plays refer to "Down Linemen" not any other position playing the LOS. A Linebacker is just that, a Linebacker regardless of what he might be doing during a given play. And yes, we decided on 2 DL plays being put in the R&R folder many seasons ago, and that is where they are going to stay. Did I miss anything important?

Maybe the EASIEST and quickest way to address the LB-as-EDGE issue (and do it in the next off-season) would be to adopt this simple change:
Allow 50% of RL plays used in a game plan to be 2-DL plays
Allow 33% of RM plays used in a game plan to be 2-DL plays
Not allow 2-DL plays in RR, GLR, GLP, and RRD
All 2- plays submitted in RL/RM still must have 3 players defending the LOS and otherwise comply with RL/RM rules.
IN PS, PM, PL, and PRD, eliminate the limits on using 2-DL plays, and instead of requiring 3 player defending the LOS, put in the limits on players in coverage as James has suggested.
Coaches can then create the "LB as EDGE" plays under these rules and this alleviates any need to mass editing of plays or grandfathering plays current in the play files. It's a simple edit of current rules.

I don't see a need to add 2 DL plays to the RL or RM categories. We can use PM and PS on any down and distance so just leave rhe 2 DL plays in PM and PS.
IMO - the easiest thing to do is allow unlimited 2 DL plays in PM and PS gameplans. Ensure all 2 DL plays in the play pool have atleast 3 players attacking the LOS with atleast 1 of the 3 being a LB.

Those are fine too. I referenced PM and PS because they can be used any down and distance.
