Have discussed with Rich and Charlie and worked out what they are willing to put up for official league vote. Certainly continue discussions here but you can see the previous discussion topic for reference (https://pnfl.biz/messageboard/viewtopic.php?f=6&t=5279).
The purpose of this rule change is to ensure PRD is used more in alignment with its original intent as a Hail Mary pass in long yardage situations. The only restriction being proposed at this time is to discontinue its usage in 3rd 2-5 situations with > 5 min left unless behind by 8+.
Per Rich, 6-10 seems reasonable to toss something deep so he doesn't want to restrict PRD on 3rd 6-10.
This proposal does not affect other situations. You will continue to be able to use PRD on 3rd 6-10 and all 10+ yardage situations when > 5 min are left. You will also still be able to use it in any situation when < 5 min left.
Currently, the profile rules state the following for situations when > 5 minutes are left in the half:
3rd down 0-1 yds
all over the field ALL Categories, except Razzle Dazzle Pass
3rd down 2-5 yds
inside DEF 5 ALL Categories
between 5-5 ALL Categories, PSR Mandatory
inside OFF 5 ALL Categories
3rd down 6-10 yds
between 5-5 ALL Categories, PMR Mandatory
inside OFF 5 ALL Categories
3rd down Greater than 10 yds
DEF 5 to DEF 35 ALL Categories
DEF 35 to OFF 5 ALL Categories, PLR Mandatory
inside OFF 5 ALL Categories
If the proposed rule change passes, this would be the new rule:
3rd down 0-1 yds
all over the field ALL Categories, except Razzle Dazzle Pass
3rd down 2-5 yds
inside DEF 5 ALL Categories, except Razzle Dazzle Pass

Disappointed not limiting PRD to real-life Hail-Mary situations. Worst case I would've liked this to be >2 min unless behind 8+. Must've been decent reasons brought up in your discussions with Rich and Charlie, so I'd like to know those reasons. Also wondering if there is a plan to slowly get there.

In a nutshell, they see it as the only category that truly gives us deep game-changing passes. PLR has been poorly used to add this element to our game play. They also feel that the defenses have caught up with the lobs in PRD. They didn’t realize iPRD was currently allowed in all 3rd 2-5 situations and are hoping to fix that oversight through this vote.

I do think we should get more discussion on the idea of PRD. I think it is possible there could be a consensus closer to Brian. It would be interesting to see what others think the impact of a 1 min or 2 min limit on their use is as well.

The rules say we can use anything with less than 5 minutes. Wouldn’t it be unprecedented to make PRD the only exception to that by only limiting them to less than 2 or 1 minute? In light of this, I think the only viable option would be to restrict their use to under 5 minutes.
I’ll raise another proposal vote after this vote concludes to allow everyone to vote on keeping them to under 5 minutes but I don’t think Rich and Charlie will agree with restricting them to less than 2 or 1 minute.

Lets make it simple
The above rules are striaght forward and simple it doesn't require any down by x etc.
Pass plays: left(1st), Middle(2nd), Right (3rd) PLR (10+)
Runs: Middle(any time) Left(0-1,2-6), Right (6-10(not 1st),10+)
Goalline 0-1(ok removing this) or inside 5
4th down 3rd down rules
Keep 3rd down requirements( but not sure they are needed)

I just want to keep the rules simple. I agree witht he spirit but I disagree with the added complexity of the change.

DO not disagree James. Just get PRD into the last minute of the half only would be the most interesting and easy way, but as proposed it is an improvement in my opinion
