I propose a 95% substitution OUT with no limit on the IN percentage for all players except QBs, Ps, and Ks, which will remain unchanged.

Since everyone has had ample opportunity to review the proposal and provide comments, I am closing this thread. Thank you for the thoughtful discussion.

Beginning next season, the “OUT” substitution percentage will be set at 95% for all players on both offense and defense, with no limit on the “IN” substitution percentage. For example, a player must have a 95% OUT and may have anywhere from 96% to 100% IN. The QB, P, and K positions are exempt and will remain under the current rule.
