There is nothing ambiguous about it in my mind.
If you want to call a FG/Punt/Run Clock (100%) there is no need to add 2 other categories.
I think the reason it was never detailed in the rules is because it's common sense.
When teams are lined up to kick a FG, do they really think they need to add a possibility of a run or short pass?
Of course not. Don't overthink this.
If your desire is to "maybe" call a FG/Punt/Run Clock (not 100%) then you need to follow the 3 category rule.
Still unclear?

FYI, I have added this thread to the rule for clarification for myself and anyone else who is unsure.
I confess, we do explain, change, remove rules and I do a lousy job of editing the rules section.
I should add these links to refresh all of our memories when something like this pops up.
And one part of this entire discussion that is important, with under 5 minutes left in each half, you only need to call 2 categories.
