I don' think he means the point we use but more points to compare picks.
Though if someone wants to give me a first for 2 7th(1), 2 6th(2), 3 5th(4.5) and Was's 4th(2) 9.5point I will do it right now :)

I'm revising my first attempt. Based on recent draft pools, I think the cost should be much higher for 1st through 3rd - 1st round picks should be expensive to acquire with points:

7th = .5
6th = 1
5th = 1.5
4th = 2
3rd = 5
2nd = 10
1st = 20+
