So, your carryover number is simply double what my allocation was for that season.
You confused with something about needing to use a certain amount by week one.
I did not quite understand that part.

Why would you subject your carryover to something you must use before week 1?
Not a fan of telling teams they must use or lose in that 7 week period.
I also don't see the point of that.
Even if teams did not use it, it won't be carried over the following year anyway because it's capped at the allocation number.
So why the use or lose part of this plan?

The way I understand it is this.
You start the season with 96 pts. (48 + 48 carry over).
Next season's total is going to be 47, so you must be at 47 pts before week 1 of the following season. If we implemented right now, this would be at the start of 2050 NOT 2049.

Not totally immune. Right now I have 59.5 points. If I get 10 more points through trades in the regular season (this week before the trade deadline), I would still need to get down to 48 before next season's week 1 games. The pressure would be on me to spend 69.5 (instead of 59.5) in the next offseason.

Good rule. Prevents hoarding to buy a good team, plus still provides plenty of flexibility.
Since we can extend contracts at any time (so the teams over the limit aren't out their points) the only plans I can see this thwarting would be plans to hoard points.
