A vote of 'for' forbids the use of PRD plays in offensive profiles when > 5 min are left in the half. A vote 'against' keeps the current rules (which can only be modified by passing the other proposal seeking to restrict their use from 3rd 2-5 situations only).
Several believe we need to keep it simple: PRDs are meant to be Hail Mary plays and should be treated as such. They should not be used for sure when there is greater than 5 minutes left in a half.
A counter argument to this is that they provide a deep threat dynamic to our game play. Removing them from > 5 min situations will force us to rely on PLR more to provide the deep threat PRD currently does.
The league rules currently say any offensive play can be called when there is are less than 5 minutes left in the game. This means PRDs should not be restricted to less than 2 minutes or 1 minutes as that ignores the spirit of the < 5 min "anything goes" rules. This additional restriction should be a separate proposal because it is an exception to the norm. Thus why this proposal allows use of PRD in any situation when less than 5 min are left in a half.
Passing this counterproposal forces us as a league to reinvigorate the PLR category to be more effective in 10+ situations.
Passing this counterproposal limits the use of timed deep lobs to less than 5 minutes in each half.
We would need to make better PLR plays. Maybe Charlie can allow a timed lob for PLR? Would need to be explored to ensure it is truly PLR and not problematic. But that is for another post to debate.

Not sure where we are with PRD passes but if we do anything maybe it is this proposal. Rather simple to say they can only be used with less than 5 minutes in the half. Anything goes in those situations already.
We’ve already seen the numbers and know that most winning teams rarely use PRD passes. We know if we set this rule in place some coaches will still use them with 2-5 min left but most coaches will not use them unless under 2. I think giving coaches that small flexibility with 2-5 min left isn’t a deal breaker.
The main benefit of this rule is the league goes back to using only the core categories when greater than 5 min. PLR likely gets used more and gets an injection of new plays. The coaches who don’t like seeing PRD used beyond Hail Mary situations at least know they won’t see them when greater than 5 min are left. Fair enough, right?

The problem is they are unrealistic to call in situations other than Hail Mary situations. This league prides itself on achieving NFL-like realism as much as it can. The original VPNFL rules say PRD passes are Hail Mary plays.
Some coaches want to restrict them to those situations. I don’t think we need to go that far.

Charlie said he is thinking about what to do with PRD passes. The decision will come from him soon.
Options on the table:
- do nothing
- do this 5 min or less only proposal
- restrict it much further
He has everything he needs to decide what is best. Further discussion won’t matter much at this point because it has been covered well enough from a pro and con perspective on multiple threads.
