Look at these examples of CBs and remember the same concepts can be applied at creating rookies in all positions according to the ratings used for those positions.
As you can see, Smith is your typical first round quality CB. Gaetz is almost as good and likely a first or second round pick but needs more training. Biden is a later round pick and more of a project. Trump Jr. has good pots but needs more TC. The last two are later round picks and the coach that drafts one of them will face the choice of training athletic ratings more in TC or putting more focus on IN and DI. None of these CBs are scrubs. We can differentiate ratings and lower actuals in IN and DI without creating scrubs and players that are too radically different from our current rookies.
But ultimately league officers will decide the course that will be taken on creating rookies in order to keep the league going strong in the future. Scrub rookie pools will not do that.
