Because every draft, ~150 players that aren't good enough to make any team in the league, and never will be good enough to make any team in the league, end up sitting in the free agent pool for 5 seasons.

There is no reason to shrink the pool. It only creates problems and solves nothing. There is plenty of room to shrink the pool without causing problems. Wouldn't it be easier just to require a different sub % than to change everyone's EN? Plus, starters would be left in the game longer and would be the ones more likely to be injured. By lowering everyone's EN, backups play just as much as starters so injuries would be far more spread out.
